Job Responsibilities
Provide strategic and operational leadership across Child Protection Services, ensuring high-quality service delivery and positive outcomes for children, young people, and families.
Lead and support managers and frontline teams across referral and assessment, children's social work, permanency, and fostering services.
Ensure services are delivered safely, effectively, and in compliance with statutory requirements, safeguarding standards, and relevant legislation.
Monitor, manage, and improve service performance against key performance indicators, targets, and quality standards.
Drive continuous service improvement through performance analysis, quality assurance activities, and implementation of best practice.
Work collaboratively with internal teams and external partners to address emerging challenges and improve outcomes for children and families.
Provide oversight of safeguarding practices and ensure effective risk management across service areas.
Manage and monitor service budgets, resources, and contractual arrangements to ensure value for money and effective service delivery.
Lead quality assurance processes, audits, and reviews to maintain high standards of practice.
Prepare and present reports, performance data, and recommendations to senior leadership and governance forums.
Promote a culture of accountability, learning, and continuous improvement across services.
Support organisational priorities and contribute to the strategic development of children's services.
Person Specification
Essential Criteria
Significant leadership and management experience within statutory children's social care services.
Strong understanding of child protection, safeguarding legislation, statutory guidance, and regulatory requirements.
Proven experience of leading service improvement and delivering positive outcomes in children's services.
Demonstrable experience of performance management, quality assurance, and service delivery oversight.
Experience managing multidisciplinary teams and supporting managers to achieve high performance.
Strong knowledge of referral and assessment processes, children's social work practice, permanency planning, and fostering services.
Experience of working effectively within multi-agency partnerships and developing collaborative relationships with stakeholders.
Strong financial management skills, including budget monitoring and resource management.
Excellent communication, negotiation, and influencing skills, with the ability to engage effectively at all levels.
Ability to work in a fast-paced environment, manage competing priorities, and respond effectively to emerging issues.
Strong analytical and problem-solving skills with a focus on achieving measurable outcomes.
Desirable Criteria
Experience in a senior leadership role within local authority children's services.
Experience managing contracts and commissioned services.
Knowledge of current national policy developments and reforms affecting children's social care.
Relevant professional qualification in Social Work and registration with the appropriate regulatory body.
Management or leadership qualification and/or evidence of continuing professional development.
